The next Economic and Financial Affairs (ECOFIN) Council is taking place on March 13, 2018. In this respect agenda highlights were published on the website of the European Council/Council of the European Union. And on March 6, 2018 the Dutch Minister of Finance sent an annotated agenda for this meetings to the Dutch House of Representatives.

 

Tax transparency

According to the agenda highlights as published on the website of the European Council/Council of the European Union, Ministers are expected to agree on a proposal for greater transparency in tax planning schemes. The proposal on tax transparency for intermediaries, such as tax advisors, lawyers or accountants aims to fight tax avoidance and potentially harmful planning schemes.

 

EU-list of non-cooperative jurisdictions for tax purposes

The EU-list of non-cooperative jurisdictions for tax purposes is not mentioned in agenda highlights as published on the website of the European Council/Council of the European Union. However, in the annotated agenda that the Dutch Minister sent to the Dutch House of Representatives he states that he expects that the Council will approve another change of the EU-list of non-cooperative jurisdictions for tax purposes.

 

In his annotated agenda the Dutch Minister states that in order to provide the Dutch House of Representatives with more clarity with respect to which jurisdictions are removed from the list, it has been decided, following the insistence of the Netherlands, that a document will be made public before the ECOFIN showing which jurisdictions have sufficiently committed themselves to the standards to move from the list of non-cooperative jurisdictions to the list of committed jurisdictions (list of cooperative jurisdictions). According to the Dutch Minister the document will mention 3 jurisdictions that have sufficiently committed themselves to international and EU standards. The list of non-cooperative jurisdictions will then consist of 6 jurisdictions. The list of committed jurisdictions (list of cooperative jurisdictions) will then consist of 58 jurisdictions.
