On January 30, 2015 the Irish Revenue published another 2 eBriefs. eBrief No. 015/2015 is titled: “VAT Treatment of Stock Exchange Fees”.  eBrief No. 016/2015 is titled: “Qualifying Avoidance Disclosures under Section 811A(2A) Taxes Consolidation Act 1997”.

On January 30, 2015 the HM Revenue & Customs has issued an updated version of its GAAR Guidance. The updated GAAR Guidance has effect from January 30, 2015.

On January 30, 2015 the HM Revenue & Customs opened a public consultation titled: “Strengthening sanctions for tax avoidance”. The government proposes to introduce new measures for serial users of tax avoidance schemes, and asks whether and how to introduce specific penalties for cases where the General Anti-Abuse Rule (GAAR) applies. The government seeks comments on whether to introduce these proposed measures, and on the detail of how these should be implemented. The closing date for comments is set at March 12, 2015.

On January 29, 2015 the Inland Revenue Service issued a press release announcing that from January 27 through January 29, 2015 the Internal Revenue Service Criminal Investigation Division (IRS-CI) and Her Majesty’s Revenue & Customs (HMRC) co-hosted a three-day International Criminal Tax Symposium in Washington, D.C. According to the press release, the symposium focused on combating offshore tax evasion and international financial crimes — including cyber-crime — and brought together delegates from criminal tax and enforcement programs from Australia, Canada, The Netherlands, Norway, New Zealand, the United Kingdom and the United States.
