The OECD has issued a press release announcing that the 4th meeting of the OECD Global Forum on VAT will take place from April 12 through April 14, 2017. Furthermore the OECD released a draft agenda for the meeting. According to the OECD, the meeting is aimed at senior tax officials and representatives of international organizations. A delegation of academics and business representatives will also be invited to participate.

 

According to the press release issued by the OECD, the meeting will focus in particular on the policy and operational challenges faced by tax authorities in the era of digital globalization, and on the efficient and the effective implementation of the standards and mechanisms for addressing these challenges recommended by the International VAT/GST Guidelines. This will include:

·   discussions on the collection of VAT/GST on online sales by offshore vendors;

·   the role of digital platforms in the collection of VAT/GST on online sales; and

·   the use of technology to support the effectiveness of VAT/GST collection.


The Global Forum will also look at recent and ongoing VAT/GST reforms around the world and examine the outcomes of recent VAT/GST policy research and analysis in a range of areas that are of common interest to countries and organizations worldwide. According to the OECD, the upcoming meeting will also reserve considerable time for analysis and experience sharing:

·   in the area VAT/GST fraud detection and effective countermeasures;

·   on VAT/GST refunds policy and management;

·   on digitalization of tax administration; and

·   on improving VAT/GST compliance through incentives.

 

According to the draft agenda as published by the OECD during the meeting there will be several plenary sessions as well as several break-out sessions. The agenda as released by the OECD can be found here.
