On January 15, 2018 the Government of the Hong Kong Special Administrative Region announced that it has entered into a bilateral arrangement with France for the automatic exchange of Country-by-Country Reports (CbC Reports). According to an overview available on the website of the Government of the Hong Kong Special Administrative Region the CbC Report Report for first exchange is the 2016 CbC Report.

In this respect the Hong Kong Kong Government states that the Multilateral Convention on Mutual Administrative Assistance in Tax Matters (the Multilateral Convention) will be the main platform for Hong Kong to exchange CbC Reports with other jurisdictions. However since at this time the Multilateral Convention is not yet applicable in Hong Kong, bilateral arrangements for the exchange of CbC Reports need to be made with jurisdictions having DTAs in place with Hong Kong.

Next to with France Hong Kong already has bilateral arrangements for the exchange of CbC Reports in place with Ireland, South Africa and the United Kingdom.
