On December 17, 2014 the Luxembourg Ministry of Finance on its website published a press release in which it states that Luxembourg welcomes the initiative of the European Commission to extend its information enquiry to on tax rulings practice to all Member States.

The Luxembourg Ministry of Finance comments on recent developments with regard to tax rulings on a EU level
Over the last months, the European Commission (DG Competition), had requested from a limited number of Member States, including Luxembourg, the list of the tax rulings they have issued over a given period. The Commission now asks all remaining Member States to provide information about their tax ruling practice, in particular to confirm whether they provide tax rulings, and, if they do, to request a list of all companies that have received a tax ruling from 2010 to 2013.
Luxembourg welcomes this initiative. Pierre Gramegna, Minister of Finance, comments : «Luxembourg has repeatedly stated that the analysis of matters relating to international taxation and tax rulings calls for a broad perspective, and cannot be limited to one country's regulatory framework and practice. The vast majority of EU member states issues tax rulings. In this context, Luxembourg is strongly in favour of the creation of a level playing field. The Commission’s initiative is an important step in that direction.»
As previously stated, Luxembourg also supports the Commission’s plan to quickly present a draft directive aimed at introducing a mandatory automatic exchange of information on tax rulings between the competent authorities of the EU member states.”
