(June 22, 2015)

THE ARTICLE HAS BEEN UPDATED ON JUNE 23, 2015

On June 22, 2015 on the website of the OECD a letter was published that OECD’s Secretary General Angel Gurría sent to EU Commissioner Pierre Moscovici on June 19, 2015. After the Secretary General praises the Commissioner on the “Action Plan for Fair and Efficient Corporate Taxation in the EU”, he expresses his concerns regarding the list of non-cooperative jurisdictions as published last week by the European Commission.

In his letter Secretary General Gurría states the following:

Many of the 30 jurisdictions identified on your consolidated compilation of national lists are Global Forum members, rated as largely compliant and also committed to automatic exchange of information, including as early adopters for some of them. There is nothing more that they could do in order to be considered as cooperative. They have expressed to us their concerns with the perception that they have been listed by the EU. I am sure you will agree that they can be reassured that this is not the case.

Earlier we already reported that the Governments from Liechtenstein (See our article from June 17, 2015) and Guernsey (See our article from June 18, 2015) expressed their astonishment that their countries were included in the list of non=cooperative countries.

Update from June 23, 2015

By now the letter from OECD Secretary General Angel Gurría as well as a news release that was published on the OECD website in this respect have both been removed from the OECD website. Therefore the link as provided in the article above unfortunately does no longer work.

More information on this update can be found in our article Why is the letter from OECD’s Secretary General Gurría to EU Commissioner Moscovici no longer available via the OECD website?
