The list of non-cooperative countries, which was published on June 17, 2015, still rouses emotions. Immediately some of the jurisdictions mentioned on the list started complaining. Supposedly OECD’s Secretary General Angel Gurría sent a letter to Commissioner Moscovici in which he expressed his concerns regarding the European Commission’s list of non-cooperative jurisdictions (see our article from June 22, 2015). However, after one day Mr. Gurría’s letter was no longer available on the OECD website.

 

It was replaced by a letter that Mr. Pascal Saint-Amans, Director of the OECD Centre for Tax Policy and Administration, and Ms. Monica Bhatia, Head of the Global Forum Secretariat, sent to all Global Forum Members (see our article from June 23, 2015).

 

The latest development is the fact sheet on tax transparency measures which the Global Forum on Transparency and Exchange of Information for Tax Purposes Secretariat published on July 9, 2015. According to the OECD the list shows the very significant progress that most of these jurisdictions have made in implementing the international standards.
